@findthesignal: President Trump on Friday waived all new tariffs and most new sanctions in the Lindsey O. Graham Sanctioning Russia and Iran Act, two days before the law's first deadline. The law passed the Senate 86-11 and the House 262-159. Trump signed it Sept. 18. The order uses the law's own Section 115 waiver and tells Congress it is "in the national interests of the United States." It says existing Russia sanctions under earlier executive orders stay in place. Bloomberg reports the measures complicated his push to lower diesel prices before the midterms. Rep. Don Bacon (R-Neb.): "The President is prolonging the war, not ending it." Rep. Don Beyer (D-Va.) called it a "surrender to Putin."
