washroom floors cannot be compared to floor everywhere else. when you flush a toilet it is known that everything comes up and falls on the floor. you're not flashing a toilet in your kitchen

5 second rule is proven to be fake, but still, I would prefer to take the cookie that fell down when i was in the kitchen rather then in the restroom because restroom generally has way more bacteries and germs than the kitchen floor.
