After the Soviet invasion, Najibullah became head of KHAD, Afghanistan’s powerful state intelligence service, in 1980. Under his leadership, KHAD expanded rapidly, building networks of informants, interrogators and political surveillance across the country. It worked closely with the KGB and became one of the government’s main tools against the Mujahideen and internal opposition. Najibullah proved politically useful as well as ruthless. By 1986, Moscow backed his elevation from intelligence chief to leader of Afghanistan. His rise showed how central KHAD had become to the Afghan state.
