Dottore did not mean direct threat to the HP that he had to be stopped, but Mitya is a researcher who works on developing amd strenghtening weapons against the HP, so he having a taught is more threatening.

dottore was mostly testing the limits on what he could before attracting celestia’s gaze. much like how polka protects the circle of knowledge and kills geniuses who go beyond it. the reason the shades didn’t interfere was due to the moon’s primordial power and concepts of life death time and space already belonging to the shades. so even if dottore threatened HP and celesita with that power, there’d be no threat since that primordial power already belongs to HP. and it be trying to kill an anemo slime with an anemo catalyst user. but for the ratio it’s different since the power they use is foreign and from the 3rd descender so it’s a capable threat.
