Did you read the entire context of the verse where one is saying "I am commanded to be the first to submit..."? . It begins with Allāh telling us to say "That we are guided to the faith of Abraham... Then Allāh says again to say "I am commanded to be the first to submit." . The faith of Abraham is Islam... to submit to One Creator. That is being a muslim. So Allāh is telling us what to say when the polytheists come to us asking about our faith... So our reply to them is... Because the message has come to me I am commanded to submit and if possible I must be quick in being the first to submit. That is the idiom it is implying. Like when we use the expression "When I say jump, you say how high...." That's the idiom. It doesn't mean Muhammad was the first muslim to have ever exsited.
