most of these old units are holding by old people with old money, they always refuse to sell, so sale of the whole building is difficult. That is why now shopping malls are owned by big companies like Frasers and Capital Land, and they rent out the shops.

Upper Serangoon Shopping Centre used to be one of the go to places in the early 80s, it was new and happening for us Serangoon Garden & Kovan residents. Now nothing much i reckon

Over supply,bad management and bad economy resulted in this. But don't worry. The tenants will vacate while the owners they often have multiple ventures and properties in life so they are not suffering. Ghost units and buildings are pretty common in countries that chase capitalism.
