Eritrea’s Highland Project: Two Thefts and the 1997 Constitution Eritrea’s multi-ethnic revolution was captured twice. Isaias Afwerki diverted the first. The Agazian Movement is set to divert the second. Result: Semitic highland core (Hamasien/Tigray) into Greater Israel under Tigrinya Orthodox leadership; Cushitic southern coast (Assab/Dankalia) into Greater Afar under Greater Ethiopia. Those who see it stay divided by Semitic–Cushitic and Tigrinya–Amhara lines. Only the 1997 Constitution stops it. Northern highlands are Ethio-Semitic (Tigrinya, Amharic, Ge’ez/Aksumite); lowlands Cushitic (Afar, Saho). Solomonic/church narratives treat Semitic highlanders as the core. Ethiopian commentary accuses Isaias of “Cushitic–Semitic antagonism” to realign the Horn. The exchange is deliberate. ELF was broader, more lowland/Arab-aligned. Contested ELF claims (Tesfamichael Giorgio; Plaut) describe Isaias meetings at Kagnew Station ~1970 to split the ELF, with Haile Selassie facilitation via Asrate Kassa. EPLF presented multi-ethnic but leadership/cadre were disproportionately Hamasien Tigrinya Orthodox. External actors preferred highland Christian force against Derg and ELF. Unfinished 1997 Constitution and personalist rule locked the capture. Post-1270 Solomonic line was southern/Amhara-Shewan. Tigrayan Emperor Yohannes IV (1872–1889) crowned at Axum and restored northern power. After him the center returned to Amhara. Highland project revives the Tigrayan/Tigrinya Solomonic strand (Axum, church legitimacy). Democratic Ethiopia keeps the Amharic frame. Both sides can still be set against each other. Isaias is not publicly pro-Israel (embassy downgraded, closer to Iran). Tactical while holding the multi-ethnic state. Managed tension with Abiy preserves space. Church controlled after 2006 removal of Abune Antonios (died in custody 2022). Crown Council preserves Solomonic symbols. Agazian Movement (Tesfazion Gerhelase / “Hope of Zion,” diaspora ~2016) is the clandestine highland successor. Centers on Hamasien, treats multi-ethnic Eritrea as colonial, revives Ge’ez/Aksumite/Solomonic frame. Some claim EPLF was earlier Tigrinya highland agency. Openly pro-Israel, parallels Zionism, seeks Israeli support (Haaretz 2020; JNS; +972 2018). Post-Isaias, highland networks in state and compliant church enable “natural” revolution. Eritrean side becomes publicly pro-Israel. Semitic core for Greater Israel; Assab/Dankalia to Greater Afar/Ethiopia. Shift from Arab-aligned nationalism to Tigrinya pro-Israel state complete. Earlier TPLF–EPLF highland ideas reborn. Abiy and Isaias not expected to destroy each other. 1997 Constitution (ratified 23 May 1997). Article 1: sovereign state; all territories including islands, waters, airspace; power vested in the people. Article 2: supreme law. Rejects bloodline/sacral/ethno-religious authority. Fixes unitary multi-ethnic state with inviolable borders. Full implementation ends both dictatorship and highland exchange.
