DAVID WINKLEY-BALMER PENRITH PAEDOPHILE JAILED FOR TWENTY-EIGHT MONTHS In 2026, David Winkley-Balmer, 30, of Mill Street, Penrith, was jailed for a total of two years and four months at Carlisle Crown Court after targeting a child online for explicit sexual communication. The investigation revealed that the dangerous offender systematically targeted a minor victim over the internet. Winkley-Balmer used social media applications to execute an online grooming campaign, sending explicit messages and attempting to force the completely defenceless child to look at and watch live sexual activity. Owen attempted to hide his illicit internet activity from law enforcement, but cyber forensic units intercepted his profiles, along with an active property burglary charge. Public protection units deprived him of his freedom, and the judge combined his criminal counts to ensure an immediate, substantial prison sentence. The Offender Database UK confirmed that David Winkley-Balmer was convicted at Carlisle Crown Court: Attempting to engage in sexual communication with a child (2 counts). Attempting to cause a child to watch sexual activity. Commercial or residential burglary. LIVERPOOL CROWN COURT SENTENCING AND LIFE REGISTRATION The sentencing judge, Judge Robert Trevor-Jones, stated he was entirely satisfied that Francis Ward had inflicted serious harm on both victims. Judge Trevor-Jones structured the 25-year custodial term by imposing 18 years for the rape and sexual assault of the first teenager, and a consecutive seven-year prison term for the sexual assault of the second girl. The court ruled that Francis Ward's absolute refusal to accept responsibility or show any remorse further necessitated his long-term removal from the streets.
