it is better to eliminate the hazard than telling workers to apply PPE forexample incase excavation is taking place,the excavation place must be barricated or putting up proper barriers with administrative controls such as warning signs

No you don’t have to tell the worker to wear gloves but rather you need to cover the moving part with a suitable material to prevent the workers from being exposed to cut or entanglement
