Rock doesn’t allow you to express the way rap does honestly.

I think you nailed it. Especially with Kurt being the mainstream turning point. That plainclothes sensibility had already been brewing in the 80s hardcore that inspired Kurt, but he made it mainstream and we’ve seen it ever since. I also can’t help but factor race and class into this. As American society became more sensitive to our historical injustices and the economic aftermath of that, I think being an arrogant fun loving partier maybe started to feel like an ostentatious stance for a white kid from the burbs to occupy and instead the introspective sad guy sensibility became the way to be cool and outsider without being economically disadvantaged. Because a lot of the early white rockers were from poor or working class backgrounds but that’s not really the case as much as we got to the 90s and beyond. Personally, I love Nirvana but I also dislike the performance of humility that modern usually white indie rock bands engage in, and I think it would actually be more authentic for more rockers to embrace their inner peacock and fun loving side.

both are styled by people that know what image they want the artist to portray. Everything these people do is a performance

Rappers dress like rockstars and rockstars dress like librarians 😂 But before we talk about rockstars reinventing fashion, let's remember Little Richard, Jimi Hendrix, Screamin’ Jay Hawkins, Death, Pure Hell, Poly Styrene and the Black artists who helped shape rock, glam and punk. Bowie himself acknowledged Little Richard's influence. Black artists were pushing flamboyance, androgyny, theatricality and rebellion long before the mainstream decided to make those things iconic. The issue isn't cultural exchange. It's celebrating the people who popularized the look while forgetting the Black pioneers who helped lay the groundwork.
