well, that logic would create a domino effect on other teams because that also means that most clubs would lose out as well. If Guardiola never came, there would be no CityPool era, no manchester derbies, no haaland, no doku, no foden, no palmer -directly linked to chelsea, palmer had to flop at city to prevail at chelsea. so stop trying to narrow the logic that only affects Arsenal, other clubs have also been tangled by this mess as well.
