As a police officer for 22 years and most of it in Morgan county, yes call! Person could be drunk or having a medical issue. Morning is prime for diabetic issues

You did the right thing… when you see something you need to say something. Because assuming someone else called it in is why people don’t get help when they need it.. i hit a deer once and called the non emergency line to let them know I did a hit and run 🤣🤷🏻♀️I was having a full blown panic attack also. I was headed to class so a police officer met me at the parking lot I was heading to and checked me out… they weren’t worried about the deer or my car.. lol just me. And they let me know I didn’t have to call it in unless the deer was in the road still.

its property damage, their car insurance should pay for the fence even with liability. given they had insurance. yes call! I work in insurance
