There is no public or official record indicating that Representative Ilhan Omar’s father, Nur Said Elmi Mohamed, ever became a naturalized U.S. citizen. After entering the U.S. with his family as refugees in 1995, he maintained lawful immigration status, but Freedom of Information Act (FOIA) requests submitted to U.S. Citizenship and Immigration Services (USCIS) returned no naturalization records under his name. Representative Omar states that she obtained her citizenship in 2000, but because federal law requires a parent to naturalize for a minor child to derive citizenship through them, she could not have acquired it from her father if he never held citizenship himself.
