I feel a law should be passed stating that if a citizen asks for your ID, that's impersonating a police officer.

I'm not going to bother watching the rest, but there's also a good chance she really did say it looks like he may have a gun, based on how he had his hands in his pockets or something, and dispatch or the cops screwed it up. The guy who vandalized the camera definitely committed a crime though.
