The problem is the safety car still needed to do a lap behind the safety car after the lapped cars unlap themselves. That's why Mercedes couldn't possibly know that's what the race director would do, as it's never been done before. He didn't have the right to do that. Sorry, it was a fraud, and Hamilton was robbed.

Masi had three options: 1. Allow all lapped cars (including those behind Verstappen) to overtake, but that would have meant the race finishing behind the safety car: something no one wanted. 2. Do nothing, but that would have been against the rules and disproportionately disadvantageous to Verstappen. 3. Remove only the cars positioned between Hamilton and Verstappen. While not strictly in accordance with the rules, this approach had the least impact, as those cars would not have been there in the first place had there been sufficient time to allow all lapped cars to overtake. Conclusion: Viewed objectively, Masi made the right decision; however, because this resulted in Hamilton not winning, the English disagree.

If they had finished under the safety car it would have handed the title to Lewis. This way both had a chance to win and Max came out on top. Masi’s decision to let them race gave us one of the best laps in F1 history.
