If the Jailer refuses the inmates for any reason, until they are booked and have a booking number they are the responsibility of the Law enforcement officer..

I've been refused by a jail over a traffic ticket that wasn't a warrant. Troopers took me in, adamant that I be booked. Jail was like... there's no warrant. We have no authority to hold him. Ended up walking out the front door while the state troopers threw a fit.

i was a CO for years and argued with lots of police officers. I have had police try to drop someone off and when I refused the police tried to argue I was like nope. that person is not in my custody if you try to leave them I will escort them out of the building and let them go.
