Ken Holsclaw :

the President of the United States does not have the constitutional authority to rename a state. How State Names Work State Sovereignty: The name of a state is established through its own state constitution and founding documents. Under the U.S. Constitution's principle of federalism, state governments hold sovereign power over their internal governance, including their official legal name. The Process to Change a Name: Renaming a state typically requires amending the state's constitution. This generally involves a measure passed by the state legislature, followed by a direct vote (a ballot initiative or referendum) by the citizens of that state.
