I think in the previous cycle, twin avatars were impossible because of a smaller, weaker raava. But now, in the new cycle when Korra regained a bigger more powerful raava, raava is strong enough now to handle two people to have her spirit inside them only if they are twins.

Saw a theory that korras avatar spirit was split into two “vaatu” and “raava”, and that’s why there’s twins this time. Korea was never hallucinating another version of herself. And the art in the new season helps that theory

I hope that raava and vaatu somehow merged together and the twins are each a half of that fusion on sum “we were alone, but now we never have to be alone again” type beat. Two avatars permanently. If one dies early, the living one finds the reincarnation and helps them so they’re functionally never alone again. Drama ensues if the avatars die together and are reincarnated apart.
