The boss typically condones the behavior or it is the culture at that job. Not always, but typically. If it isn’t, they typically don’t get to stay around long. Just in my personal experience.

A women did this to me when I started my first corporate job at 22 (she was 40 and my manager) i spent 2 years hating my life being made to feel stupid. Eventually I found my stride and then became her boss 😎😂

I’m a woman in my 50’s that works in sport. I make a concerted effort to both hire a retain women. I feel SO GOOD knowing that some little things I do to support them means they excel. Because that didn’t exist for women in my industry in the ‘90’s. Anyone who behaves like a bully can take a hike.

the COO at a previous job skipped me twice when handing out goodies. the first time i wasnt at my desk so I didnt think much of it. the second time she left one on my managers desk (he was out), walked passed me, gave one to my coworker, then continued to the next department.
