Brown the butter, then pour it into a mixing bowl while warm. Stir in both sugars, cool for a minute, then whisk in the egg, vanilla, and heavy cream. Fold in the flour, cocoa powder, baking soda, and salt. Stir in the semisweet and milk chocolate. Press the dough evenly into the pan and bake for 17–20 minutes. Remove from the oven, scatter the mini marshmallows generously over the top, and return to the oven for another 3–5 minutes, until the marshmallows are puffed and the cookie center is just set. Lightly torch the marshmallows for that toasted hot-cocoa look, then drizzle with warm hot fudge and finish with chocolate shavings.
