4.5 on moral leadership is high. Obama did a lot of damage in racial relations in the US and strongly drove the narrative of black vs white. The fact that he would not Pardon Snowden is another huge failing on his part

Obama is amazingly charismatic and as such his public image is more coloured by that often than his policies. It should however be noted that as you say Obama suffered from the start of this new era of extreme gridlock in the house and Senate. I agree with most of your points here but I would rank him a bit lower morally for how much he failed on transparency, example with him famously promising to close gitmo.
