I think it makes sense to temporarily suspend the fund, but it also makes sense that Lamont is thinking for a stable future because the current presidential administration seems dead set on punishing Democrat majority states. i think a short moratorium would provide individual assistance, though long term it would impact a potential buffer the state has for any negligence from the national government.
