It's too late to register in Texas but we have the House and the Senate which we call Congress. So Congress makes the laws which consist of senators who work in the Senate and representatives who work in the House. Senators serve 6 years and representatives serve 2. So the midterms just so happen to be when we vote for senators and representatives. This includes 100 senators and 435 representatives BUT we don't vote for all because for example Ted Cruz won the senator seat in 2024 so since senators serve 6 years he won't be up for reelection until 2030. But right now in Texas we're voting for our next potential senator and governor among other public servants like Texas Attorney General, railroad commissioner and among other titles. To answer your question Trump won in 2024 and presidents are allowed to serve 2 terms of 4 years so the next election will be in 2028 and Trump won't be able to run for reelection because he served his first term 2016-2020
