India may have had a lot of knowledge, but it did not have a system of dissemination. Knowledge and learning was reserved for Brahmins and administrators, clerks, and accountants. Most of the population was rural farmers, animal husbanders, craftspeople, fisherfolk, tradespeople, and fighting men. This remained true even under the Mughals. The Brits needed a class of locals educated in English to help run their businesses, and set up schools all around India.
