It looks like a hose clamp , could be a brake hose clamp ,I had one similar years ago that I used for that purpose if it actually is definitely that I don’t know but given it’s in with automotive stuff it may well be

when we were in St John's, years ago, we used them as Artery clamps, & I have used them to clamp alsorts of things since. they make great nipple clamps also 😂
