because when you say haaaaa air are slow and has no velocity to be cold and when you say hoooo you are making your mouth smaller and making the velocity higher and the air has enough velocity to cool down

It’s because when you go “haaaa” your breath is uncontrolled and unfocused meaning it’s just air thats been sat in your mouth waiting there whereas when you go “hoooo” it’s focused and controlled making it stronger and faster which in turn will make your breath colder.
