Dati kase sa grade 1 palang nagagamot na yung mga batang hindi marunong bumasa, I’m not sure if it’s an actual depEd rule, pero before kase ibabagsak ka kapag Di ka marunong bumasa grade 1 palang, hindi ka makakapag grade 2 kung Di ka makabasa kaya Ang mga parents na ayaw bumagsak Ang anak pipigain talaga mga anak nila para makabasa. Tapos grabe pa yung stigma non sa batang naka abot ng atleast grade 3 tapos mabagal magbasa at Di maka intindi. Pero ngayon, grabe Ang dami ng high functioning na illiterate Ang nakaka rating sa college

that is true!!!!! when I started teaching Phonology and Literature at the college, I thought my 2nd year students already had knowledge about the basics in English. Boy I was wrong! I had to teach them basic subject-verb agreement, correct grammar, and even spelling!!!! I couldn't teach them the next level of the subject because the basics were necessary.
