The NHC takes loans to build these houses and the people have to pay cash or through a mortgage. There is no rent to own like Kenya. Plus the number of units is way below what Kenya is building. Uhuru without the levy started about 13000 units. Tanzanias target is only 5000 units. Ruto has started construction of over 200,000 units. See the difference.

these are not affordable houses. these are investment streams for NHC. Since Magufuli time, there were questions on what Goverment corporations were doing to support government and that's when they started building these.
