Common regulations for drone usage exist all around the world, not just in Vietnam; only the airspace maps and fines vary by country. So please make sure you understand the basics before flying. First, apply for a flight permit and wait until it is approved. Second, be aware of common no-fly zones: airports, military zones, government areas, public spaces, and other sensitive locations.
In this situation, Da Nang is a city with an airport located close by, so flying drones there is almost entirely banned. Therefore, it's completely normal that they fined you. The fact that you were only fined $500 (~12m vnd) and didn't get a formal record means the police officers actually let it slide. Luckily, you're a foreigner, so they went easy on you with just a verbal reminder (plus some "under-the-table" settlement), compared to the original penalty: a 40m vnd fine and confiscation for flying in a restricted zone. But with you publicly posting a clip of this bribe, some officers might actually get disciplined now. 😂😂😂
As for the guys talking trash about this, try violating drone rules abroad and see if you can talk your way out of it, or see if the fines there are any lighter than in Vietnam. Stop the double standards, please—typical brainwashed by Western propaganda.
