actually, some towers are only there for the water pressure, so a small bit is let out at a time. This way, houses don't have to run pumps, and the tower pump is ran mutch less.

My town does it differently. They pump it out of the lake and clean it and then they pump it up here by my house 300 feet above the lake and then gravity feed the town.
