This is what people are talking about with bad policy decisions related to business and tax rates. It should be said that it's not okay for the wealthy to hold communities hostage while they hoard money that could be used in the community. However there is a balance, the government doesn't get to leverage its ability to collect taxes as a way to make up for an inability to operate effectively. People will just go to a place where the government doesn't get in their way.
