He failed to notify police after: Staying for over 12 hours at an address in Pontypridd where a child under 18 was present. Failing to declare an address where he stayed for seven days or longer. Because he tried to hide his proximity to minors, the court sentenced him to 29 weeks in immediate custody. ⚖️ A History of Exploitation Rowell’s criminal record dates to 2012, when he was jailed for six years for a "catalogue of sexual offences" involving schoolgirls. During the 1980s and 1990s, he utilised his "minor celebrity" status to groom and exploit star-struck teenagers, inviting them to media studios under the guise of industry insight. He was originally convicted of 12 counts of indecent assault against five girls, alongside making and possessing over 400 indecent images of children. He even fled to Cumbria in 2011 to evade his original arrest. 📋 Current Status & Strict Restrictions Custodial Status: SERVING (29 weeks, sentenced April 2026). Earliest Release Date: Circa July/August 2026. Sex Offenders Register: Active for LIFE. Sexual Harm Prevention Order (SHPO): INDEFINITE (Strict bans on unsupervised contact with children and digital monitoring). DBS Status: Barred indefinitely from working in media, education, or with children. 🔍 High-Risk Monitoring Managed by the Gwent Police Public Protection Unit, Rowell is classified as a high-risk predator. Authorities state that his 2026 breach proves he is still actively trying to evade statutory oversight. Upon his release later this year, he will face the most intensive tier of unannounced home visits and heightened surveillance.
