They need to create a national data that all shelters, sellers, breeders should have to use to finalize any transactions. If a person returns or surrenders the furbabies for any reason other than a truly justified reason will be put on that list of not be able to buy or adopt for certain amount of years depending on the 1st, 2nd, 3rd and so on surrenders. all sellers should be required to microchip the furbabies before sale or adoption because that way if found dumped to avoid penalties or fined when found they will not be able to get away with it. what i mean by justified like didnt jive well with a current animal in home, etc. moving would not count as an exception unless military. And they must give the animal a minimum of 3 days to decompress , 3 weeks to get adjust to routine and 3 months to begin to fully adjust.
