Pakistan has signed a new four-country defence cooperation agreement with Qatar, Türkiye and Indonesia, expanding collaboration in defence manufacturing, technology and research. The Badr Memorandum of Understanding was signed in Doha on October 21, 2026, with senior defence officials from all four countries attending the ceremony. Pakistan was represented by Defence Minister Khawaja Muhammad Asif, alongside Qatar's Sheikh Saud bin Abdulrahman Al Thani, Turkish Defence Minister Yaşar Güler and Indonesian Deputy Defence Minister Yusuf Jauhari. Pakistan's Defence Production Minister Raza Hayat Harraj and Türkiye's defence industries chief Haluk Görgün also attended. According to official statements, the new framework aims to strengthen cooperation in defence manufacturing, joint research and development, technical training and industrial capacity building. The participating countries plan to explore ways to combine their defence-industry expertise, develop technology partnerships and support future joint production. Defence Minister Khawaja Asif described the initiative as an opportunity to improve self-reliance, strengthen industrial collaboration and expand technology sharing among partner countries. The Badr agreement differs from a mutual-defence alliance. It focuses primarily on industrial and technological cooperation rather than a commitment by the four countries to enter a conflict on one another's behalf. The memorandum has been signed, but specific joint manufacturing projects, production contracts and technology transfers have not yet been announced as completed. The agreement marks a new stage in Pakistan's defence-industry cooperation with partners across the Gulf, Türkiye and Southeast Asia.
