In a political science sense, the cost of settling demands for the government and wider regime is too high. A narrow group is "easier" to deal with, a wider movement drives change that is uncomfortable for the regime.

Governments preyed for decades on the children’s future, their CO2 budget, their pensions, their health care, their education, everything. Now what they don’t understand is that the kids have nothing to lose. They made it so bad for the kids (slowly starting from Gen X btw) that our ONLY hope is getting rid of this predatory system that divours its own children AND only planet. The older generation are stark raving crazy, that’s all.
