The incursions are happening due to multiple multiverse hopping and timeline splits. Cap going back in time to live w Peggy, a version of Loki survives, gamora got brought back but a different version, Monica went to the x verse, Peter Parker spell, scarlet witch creating fake reality/multiverse hopping, and even Sylvie killing kang.

I think the scariest and best reason for the incursions would be the random actions. All the characters have been doing, has finally led to a big consequence. It would also be a meditate on how a lot of the stories in this recent phase haven’t been very connected, so a consequence of that could be that since no one is collaborating with all of these incidents happening, this doomsday situation sneaks up on everyone enforces the universe to regroup
