I have my doubts that will steer it in any meaningful way. Is there a differential for the track drive? If there is, maybe you could find a way to brake one track at a time

I feel like the tracks are going to provide a lot more grip than the resistance of those rubber wheels. So, doubtful it will steer, but at least you have a wheelie-bar.
