Yea, because in these stories they are trying to make earth relatable to real world earth. Which they don’t realize they already fail at when they introduce super powered individuals. From the Viltrumites perspective, earth should be one of the most powerful planets they ever came across. Not only do they posses extraordinary tech. Besides space travel tech. But they are home to an overwhelming amount of super humans. Where that doesn’t seem to be the case on other planets

the difference is that the VAST majority of the population of earth aren't as smart as Tony Stark, or Reed Richards, or the people who made Atom Eve. Out of the billions and billions of people on the planet, only a handful are as capable of those mentioned. If I were extraterrestrial, and looked at Earth and saw racism and unnecessary politics, I'd also think humans aren't intelligent.
