Xiongnu was a steppe confederation formed in traditionally Mongol territories by Han Chinese dissidents, it was JUST Turkic, and it certainly wasnt "Turkish" (modern Anatolian Turks, that are primarily Anatolian more than Turkic), it contained mostly early Mongol, Avar, Gokturkic, and potentially Iranic peoples, who hadn't yet developed into distinct identities (Slab Grave Culture) until Han Chinese fleeing from Liu Bang intermixed with the population. The Gokturks are generally considered to have formed from the western portion of the confederation that was split off during the Han dynasty's conquests, while Mongol groups formed in the east.
