I have installed many a damper off the plenum to balance the heat for people while renovating. Homeowners always have that one room that is too hot and then another room which is too cold. I have installed a larger size duct a couple times as well over the years.

a plenum or duct branchline with no V/D looses efficiency. most home duct systems have no v/d at the plenum, stupidity robbing home owners of efficiency.
