The top is a step. if you were helping someone up the steps, especially if they couldnt see, you would indeed say "One more step" referring to the landing or floor

for the record; the floor isnt a step but you TAKE a step to get to it. So, it depends. Are you counting the physical amounts of steps? it doesnt count. Are you counting how many steps it takes to walk upstairs? it counts. (Also, water isnt wet it makes other things wet).
