No they will still charge you 3000 even with the walls open because. profit. the only saving you'll have afterwards is paying the drywall repair guy to fix the holes.

Eh? Breaker is usually instead on on outside wall of the garage anyways. So run it via conduit from the breaker box on the outside of the house to where you want it and then drill through the wall of garage and have the electrician hook it up. Caulk the hole airtight. Done.
