It’s more about proportions. When you wear contrasting colors top and bottom it accentuates where your waist starts. So here your sweater is too long and makes your legs look shorter than they are. Look up the rule of 3rds.

It’s more about dressing for your body type than a general rule of thumb. Dark clothing naturally accentuates (esp in daylight/light colored rooms). You have wide shoulders, so a fitted light pant and dark tops will make you look top heavy. Wider leg pants or lighter colored tops will help with visual balance overall. Shorter sleeve dark tops tucked in will also look less heavy. Additionally, you are wearing dark socks so colorblocking the light pants will make your legs look shorter. Wearing light socks and shoes will elongate the leg.

It’s simply too much contrast. High contrast can be done deliberately in exception cases where you’re making a statement, for example a white tee with black pants can look good. Better yet a black and white striped shirt (like a French mime) and black pants

Blue is one of those colors that has its own strict guidelines. A really nice pairing would be blue jeans/slacks with sage green on top, with brown shoes. Still get the blue + neutral feel.

Other comments are correct but to add it’s the visual weight. You have broader shoulders and slimmer legs. When you put light skinny pants and dark shirt, it looks top heavy. When it’s light on light it looks more proportional. For dark shirt, light pants wear a looser fit pant.

It’s a hue and texture thing. A dark shirt will go with light pants. Go for tan pants ideally corduroy with that navy sweater.
