VOTE NOOOOOOOO THIS IS LITERALLY GIVING POWER TO GOVERNOR AND POLITICIANS TO APPOINT THEIR SUSBTITUTES NOT ELECTED This is a genuine shift of power from voters toward existing government officials, even though there are checks on appointments.
