i think in this arc we're getting the reason why gap is called by another title "king of the underworld" his ideology being changed instead of following romanticism now he believes in despair and we're gonna get more aggressive and brutal side of gap...i don't think gap will fight elite instead i believed that the four of them gap,elite,jinyoung and tom allowed gibok to change the history of gap fist because gap fist slowly turns dirty and cruel becoming like yamazaki syndicate. but I also strongly believes that gap will fight elite and try to frame him off of his hand print in the red note using that for gap to enter politics hence why elite is in jail during gen 1.
