I don't think Hoyo wants to give us interactions between two dragons that soon. And the fact that they're avoiding it might be something very important

Buckets are cool :
He’s not avoiding neuv. He’s not there because liyue believes Rex lapis is dead so him being there while ningguan and yelan would blow his cover. Not to mention it probably has something to do with his contract with the tsaritsa😭

I think you took the whole Zhongli avoid Neuvi literally. I mean sure he not fond with sea creature. but he had reason, first of all he faked own his death, retired being archon. believe people in Liyue can protect themselves. Second, he is god of contract, mean if you recall the archon quest in Liyue the conversation between him and La Signora, literally mean he had made contract with Tsaritsa, probably something like involved or stop her plan. He wasn't hiding because he's cowards.

if zhongli met tsaritsa, his identity as rex lapis would be revealed no? He's now just an ordinary worker at wansheng funreal

In reality, he's hiding the fact that he's alive; if he shows up in the final battle, it will ruin what he did for Lyiue.

He's not avoiding Neuvilette, it's because he's no longer an archon
