The office is correct. The second he instructed for him to step out he needs to comply without arguments and that includes the passengers. If he refuses or they refuse that's an arrestable charge. The officer does not need to explain. If they have their way, then it allows them to disrespect the officer and not follow directives. It erodes the officer's authority.

True their is a ruling to step out. Where cops abuse their power ruling and judges back them , is there has to be articulable suspicion of the threat or that the person is armed.
