Imagine a district with 72 primary schools, where only 42 headteachers have substantive appointments while 30 are serving in caretaker positions. Someone can serve as a caretaker headteacher for 10 years, managing a school and carrying out the responsibilities of that office. But when they finally go for an interview, they are told they have failed. Now, the question is: If you have failed, why were you entrusted with running that school for 10 years?
