I think that, after 200 years of no avatar sightings, they assumed Korra died in the avatar state, or that when she lost her connection to her past lives she lost her ability to reincarnate.

its probably because its been 200 years of no avatar possibly. the same thing happened with aang when he was missing for 100 years. they thought the cycle broke with roku because there simply hadnt been an avatar in so long
