“The court said, ‘Yes, we determine the unconstitutionality of these appropriations but any liability whether it’s criminal, civil, or administrative, it should be brought before the appropriate tribunal and appropriate cases,’” ayon kay SC spokesperson Atty. Camille Sue Mae Ting. “For those programs, irreversible programs, where the beneficiaries acted in good faith, under the doctrine of operative fact, they would be considered valid. So, there will no funds returned, in that case,” ani Ting. May 15 araw naman ang mga partido upang maghain ng motion for reconsideration kaugnay ng ruling, kasunod ng pahayag ni Palace Press Officer Claire Castro na hihilingin ng Office of the Solicitor General ang muling pag-aaral sa desisyon. | via Lean Bustillos, Abante News
